not implied... enforced lol... leagues don't follow it... they hope that if you're in a league you're mature enough not to vote based on an online crew membership... in FL, if it's reported, it's dq'd... if it gets closed w/o reporting, it's passed... it's in the rules lol... always has been... most people, like me, don't care if crews vote... it gets shit closed quicker and i have faith people will vote fairly... some people don't and they're justified... but there's a battle open now that is a perfect example of crew voting whether it was intentional or not...
