I really don't see a cartoon effect. Looks more like a hand draw effect.
you can have something more interesting than it is right now if you execute it in a cleaner way

uhm. cartoon, nah. looks like you smudged his face.
for cartoon, do a vector image of him. how many layers depends on how detailed you want the vector to be. could be from 1-100 and beyond, if youre nutty.

^^^ As moist said. "cartoon" primarily refers to a vector. And 100 layers is very very easy to do even without a whole lot of detail. Extremely time consuming.
outlines create the cartoon effect outline the body and u will see the difference
