first and foremost, what you're buying, is not a studio lol.
as for your question, what you'll need is:
-a microphone(most likely the at2020 for your price range)
- an interface( something like the fast track by m-audio)
- an xlr to xlr cable
- a daw( a free one like reaper or audacity)
- some headphones( you can use cheap shits that you already have)
- a mic stand
and that's all you need for now

no... you won't need a mixer, at all... don't fall for any of those silly "recording package" deals... in fact, for now I wouldn't even be lookin' at an interface if I were you... to start out I would get the Audio Technica AT2020 USB mic, a shock mount, a boom-style mic stand, a pop filter, and some decent headphones... start small, get used to recordin' and get good with your process, get the most out of your gear until you have a better understandin' of creatin' music... then improve your gear down the road, when you understand why, how, and what is gonna change your sound...

for a $400 budget...
here's a list of good brands
balance your budget.. don't spend a shitload on a microphone and suffer the quality from the audio interface, and vice-versa.. believe me, every piece of equipment matters.
microphone - akg, audio technica, mxl, rode, sterling audio, shure
audio interface - avid, digidesign, emu, focusrite, tascam
headphones - akg, audio technica, sony
xlr cables - mogami
pop filter - stedman, sterling audio
studio monitors - alesis, krk, m audio
daw - cool edit pro, cubase, pro tools
in the future.. upgrade your preamp, because the microphone preamp in the audio interface usually sucks
