To sum it up, Nasa is going to hit the moon with a big enough missile that it ejects a "huge plume of debris," so they can see if frozen water(sometimes known as ice) is under the surface.
Why?
Because if there is, we can make bases on the moon and not have to worry about water. . . Because we'll melt the ice under the surface. .

And a small unmanned picture taking space craft crashing into the moon is really no issue whatsoever.

Never doubt our ability to wield weapons to do what we want. If we can shoot missiles into a room that kills one person and leaves everyone else alone then I think there's a chance we can fuck the moon up without having any repercussions.
Besides we need to do SOMETHING. Because we're obviously fucking this planet up beyond repair. At the rate we're going one day this planet will be unhospitable for Human life.
