    Recording Program

Well right now im useing Wavepad Masters Edition and I need somthing that increases the quality of my music more. What is a good recording program that you would recomend. For the record I dont have money to spend on the program so if you could tell me one that is free that would be great.

no program will increase the quality... only skill will do that... but if you want a better, more versatile program that will allow you to learn and improve, then try: Adobe Audition 3, Cubase, Acid Pro, Ableton Live... all are decent and can be found free...

Latency. Adjust the hardware buffer. Should be found in the audio settings inside whatever program you're using to record.
