The namechange option is back. The first link under the 'Settings and Options' section of your UserCP will take you to the page where you can change your username.
Members can name change every 90 days.
Moderators can name change every 30 days.
Admins and supermods can name change whenever.
Staff with the right permissions can view a history of any account's name changes. Don't name change with any stupid intentions. Don't PM admins requesting a name change for any reason.
