I'm sure it differs from state to state. But I was just in a tattoo shop a couple months ago when my mom got a tattoo of this cross. I was reading their shit and it said "If your under 18 you MUST have a parent and have valid information". And then went on to say what the prices and shit were
And I know a few places around here you can get a tatoo if someone older than 18 goes with you and has proof their older than 18. This one kid I knew went with his older friend and got a tatoo on his neck. This was just last year so he was in 10th grade at the time. And he just recently got a tatoo on his arm.
