First off get rid of outside noise such as the air conditioner, the computer hum/fan, the TV in the other room, etc. Do not run non-shielded cables parallel with power cables. Doing so can induce current into the mic cable creating "noise". Electric circuits have noise in them too. Better circuits usually have less noise. Better microphones have less noise in them.
If you are using a cheap mic and are picking up noise, even after you have reduced the surrounding outside noise, then you can run filters on your vocals to cut out the highs. This will eliminate some of the noise but it will also muddle your vocals some depending on how much you cut out. This is pretty much what the Dolby Noise Reduction button did on old tape players.
As for cheap microphones, how cheap are you wanting to go? What kind of quality are you wanting?
