It's retarded. But I don't think it's aimed specifically at young black men. I think it's aimed at youth in general, maybe even more so at young girls.
The thing is, bathing suits are leagal. So how can they make it illegal to wear something overtop of a bathing suit?
The only exception to this rule is in schools, because school boards are allowed to determine there own regulations concerning what is appropriate and non-appropriate attire.
