Experiment with gradients, blurring, and blending effects until you get what you want. For the above for example, I duplicated the pic of the chick, then I put a blur on the bottom layer, and put the top layer on soft blend mode. Then, I made a new layer, and used the cloud filter and put it on I think color dodge. Then, I made another layer, and used gradients on color doge mode.
