Photoshop Question (Cuts)

I need to know how to cut a certain part of a pic out to use on another graphic. I see a tool I can use to cut, but the edges are too jagged and fucked up.

What are techniques and tools that you use? Walk me through the process, please. Any help is appreciated.

if ure using photoshop do this.

duplicate layer then delete the bottome layer...then either use da polygon lasso or eraser it should work

I meant Paint Shop. I got Paintshop Pro 7.

right click on da layer and click ''promote to layer" then use da point to point lasso or eraser
