I don't know about "forcing" people to but maybe make certain lineups/suggestions of people who either have never battled each other or just people who talk shit but never put up.

Spotlight is a good idea. I think an active tournament is always fun. But we have the LLL for that. Mags are a cool thing, adds flavor and hype to the battles going on.
